External marginal costs and optimal taxation of passenger and freight transport in large urban areas: the case of Paris, France

Résumé

This paper shows that when analysing the optimal provision of road transport in an urban area, passenger transport and freight transport should be distinguished. Their cost structure, demand structure, and externalities are different, and this should be accounted for.
